Coastal Strategy Group is led by Jessica Seale, a strategic communications and government affairs consultant with more than 15 years of experience at the intersection of government, technology, and communications.

A Florida native, Jessica brings the perspective of the Gulf Coast to the corridors of Washington, building relationships and strategies that move things forward.

Jessica has held leading roles in both the U.S. Senate and House of Representatives, the U.S. Department of State, and the U.S. Small Business Administration, advising multiple cabinet secretaries and a member of the National Security Council. On Capitol Hill, she supported the Senate Majority Whip and led a successful effort to modernize Senate technology rules for the first time in nearly a decade. At the U.S. Mission to the United Nations, she developed and executed diplomatic communications strategy on national security and foreign policy priorities. At the Small Business Administration, Jessica served as Senior Advisor for Technology, leading the agency's technology strategy during a period of national crisis and helping facilitate over $1 trillion in emergency relief for small businesses across the country.

Prior to her work in government, Jessica led digital technology strategy for U.S. Senate, congressional, and statewide campaigns. Her work has earned more than 20 Pollie and Reed awards for outstanding digital strategy as well as the Congressional Management Foundation's inaugural Gold Mouse Award for social media excellence.

Jessica specializes in helping organizations focused on technology and governance translate complex policy challenges into clear, compelling narratives. She advises clients on executive communications and thought leadership, policy positioning, congressional and government engagement, media relations, and digital strategy — delivering counsel that builds credibility, shapes public narrative, advances legislative priorities, and elevates leadership voices in Washington and beyond.
